MINISTER TAMBATAMBA URGES STAKEHOLDERS TO SCRUTINIZE DRAFT PENSION REFORM BILLS.

Labour and Social Security Minister Hon. Brenda Tambatamba MP has urged stakeholders involved in the ongoing Pension Reform process to thoroughly review the draft bills for the Public Service Pensions Fund (PSPF), the National Pension Scheme Authority (NAPSA), and the Local Authorities Superannuation Fund (LASF).

Ms. Tambatamba says scrutiny of the Public Service Pensions Fund Bill of 2025, National Pension Scheme Bill of 2025 and the Local Authorities Superannuation Fund Bill of 2025 is essential to ensuring inclusivity and transparency in the reform process, while ensuring the protection of workers’ dignity upon retirement.

The Minister was speaking at the Mulungushi International Conference Center in Lusaka on 16th December 2025 during the National Stakeholder Engagement meeting on proposed pension reforms.

PSPF, NAPSA, and LASF are jointly conducting stakeholder consultative meetings across the country to gather input from stakeholders on the proposed pension reforms.

The proposed pension reforms aim to address inadequacy and disparities in public pension schemes, and the Minister has assured of Government’s commitment to ensuring harmonization, fairness, and equity across all Pension schemes.

Speaking earlier, Zambia Congress of Trade Unions (ZCTU) Secretary General, Dr. Joy Beene, called for reforms that respond to the real challenges faced by retirees, including delays in the payment of retirement benefits.

And Pension Reforms Steering Committee Chairperson and Director General of the Emoluments Commission Mr. Cheembo Mbula, said the reforms aim to close gaps in the pension framework and strengthen the country’s pension system.
